A few days ago, as I noted in a post on this blog, there was talk that the second phase of Plan Colombia was possibly going to be more focused on social programs. Well, the final version came out and looks like the chances of the hopes of more social investment can be summed up in one word: nope. Looks like more of the same militarization as before. Link
