Declaración de los y las Jóvenes Afro descendientes de América Latina y el Caribe “Los Derechos Humanos y los Jóvenes Afro descendientes en la Región de las Américas” Estado del Arte y Desafíos

Preámbulo:
Saludamos al Comité Organizador del Encuentro denominado “Los Derechos Humanos y los Jóvenes Afro descendientes en la Región de las Américas” por la construcción y celebración de esta instancia sumamente importante en lo que tiene que ver con el seguimiento y la continuidad del proceso en la articulación de los resultados de la III Conferencia Mundial Contra el Racismo, la Discriminación Racial , la Xenofobia y las formas Conexas de intolerancia.
Saludamos a los organismos internacionales de juventud, a las agencias de cooperación, y a todos aquellos organismos que están comprometidos en la lucha de los pueblos y comunidades afro descendientes contra el racismo, la discriminación racial, la xenofobia y todas las formas conexas de intolerancia. Resaltamos que los países de América Latina y el Caribe viven realidades distintas y conforman una región con gran diversidad sociocultural y étnica, que comparten grandes dificultades, específicamente la inequidad y la pobreza. La región presenta la peor distribución de ingresos en el mundo, por lo que nuestro principal desafío es superar esta desigualdad, la acumulación de la riqueza, el racismo, la discriminación, la xenofobia, el sexismo, la homofobia y la intolerancia en todas sus formas.
Vemos con absoluta preocupación la no inclusión de los temas específicos de niñez, adolescencia y juventud; grupos étarios que representan en la práctica los sectores más vulnerables, víctimas de racismo y discriminación racial en términos de sus Derechos Humanos, Políticos, Económicos, Sociales , Culturales y ambientales a nivel de toda América Latina y el Caribe.
Subrayamos que la realidad de los y las jóvenes afrodescendientes a nivel de los indicadores de Desarrollo Humano, está íntimamente ligados con la situación anterior y constituyen una grave violación a los Derechos Humanos.
Afirmamos que las comunidades afrodescendientes se encuentran ubicadas en zonas de importancia estratégica para el desarrollo de los países de América Latina, sin embargo vemos como en los últimos años la pobreza, la marginalidad y la exclusión agrava la situación de los afro descendientes; el desplazamiento forzado, el racismo ambiental profundizan las inequedidades de estos pueblos.
Afirmamos la necesidad de que los Estados combatan las manifestaciones de rechazo hacia los migrantes, inmigrantes y refugiados y los actos racistas que generan comportamientos xenofóbicos a estos pueblos y también afirmamos la necesidad de proteger los derechos humanos garantizados por la Declaración Universal de los Derechos Humanos.
Recordamos que los 191 países miembros de las Naciones Unidas se comprometieron en cumplir los Objetivos de Desarrollo Del Milenio, establecidos por la Cumbre del Milenio (realizada en la Asamblea General de las Naciones Unidas / 8 de septiembre del 2000). En ese sentido para cumplir con dichos objetivos, consideramos que los estados deben profundizar los esfuerzos para superar las inequidades que tienen en la base el racismo y la discriminación racial.
Enfatizamos que América Latina y el Caribe viven limitadas sus oportunidades de desarrollo por una gran deuda pública y las desfavorables condiciones que se han establecido para garantizar su cumplimiento. Será imposible para nuestros países alcanzar los Objetivos de Desarrollo del Milenio (ODMs), con las condiciones de pago establecidas y se hacen necesario reformular esas condiciones, que permitan a nuestros países invertir los recursos necesarios para un desarrollo equitativo.
Recordando que en el marco de la Conferencia Ciudadana contra el Racismo celebrada en Santiago de Chile (2000), la Conferencia Mundial contra el Racismo, la discriminación racial, la xenofobia y todas las formas conexas de intolerancia realizada en Durban(2001) y la Conferencia Regional de las Américas “AVANCES Y DESAFÍOS EN EL PLAN DE ACCIÓN CONTRA EL RACISMO, DISCRIMINACIÓN RACIAL, XENOFOBIA E INTOLERANCIAS CONEXAS ”, celebrada en Brasilia, los y las jóvenes de América latina y el Caribe, a través de los espacios oficiales de discusión, ejercimos una importante incidencia en lo que respecta a los resultados finales emanados en las declaraciones y planes de acción. En tal sentido resaltamos lo siguiente:
Que los insumos derivados de la Declaración de Santiago de Chile en materia de juventud fueron la base conceptual e ideológica de la Declaración y Plan de Acción de la Cumbre Internacional de la juventud “Unidos para combatir el racismo: una Visión Juvenil” celebrada una semana antes de la III CMCRD.
Que los y las jóvenes afrodescendientes desde la realización de las anteriores conferencias, hemos continuado en el trabajo de fortalecimiento, visibilización, aplicación e implementación de las conclusiones y planes allí definidos.
En ese sentido se requieren mayores medidas de los organismos internacionales e instituciones financieras para la cooperación técnica y financiera, que posibilite la consecución y continuidad de nuestros planes y programas de acción.
Recordamos que en estos cinco años un gran numero de decretos, resoluciones y protocolos de cooperación fueron promulgados por los estados y un intenso debate acerca de la oportunidad y la necesidad de políticas publicas para la promoción de la igualdad racial en América Latina y el Caribe, sin embargo la situación de los Derechos económicos, sociales, culturales, territoriales y ambientales de los afro descendientes sigue siendo una preocupación importante, ya que vemos un retroceso en algunos países de la región .
Consideramos que es preciso remarcar que de las 219 medidas del Programa de Acción de Durban, hay medidas importantes que no fueron implementadas, como las que recomiendan fondos preferenciales para las áreas habitadas por las comunidades y pueblos afrodescendientes, así como también reparaciones y compensaciones en aspectos económicos y jurídicos, reconocimiento de los medios de comunicación alternativos y comunitarios como vehículos de expresión, la necesidad de medidas eficaces para combatir los actos criminales motivados por el racismo en especial en las juventudes afrodescendientes y políticas de salud especificas para estas poblaciones.
Reconocemos el importante rol que juegan los y las jóvenes en la efectivizacion de la estrategia regional, de monitoreo, seguimiento para combatir el racismo y promover la equidad racial, de genero, y las alianzas con los diferentes grupos étnicos, diferentes generaciones y diferentes movimientos de diversidad sexual; con la finalidad de crear mecanismos institucionalizados para abordar los temas de discriminación racial, racismo y las formas conexas de intolerancia, a través de la Red de Jóvenes de Alianza Estratégica Afrolatina y caribeña.
En ese sentido los y las jóvenes reunidos proponemos:
1- Evaluar y monitorear las políticas públicas adoptadas por los estados y elaborar informes regionales de estadísticas desagregadas por las diferentes variables e indicadores sobre los pueblos afro descendientes y sobre su situación de vulnerabilidad, puntualizando el tema juvenil.
2- Es importante apuntar a la ley de cuotas para garantizar la igualdad entre los sexos y la autonomía de las mujeres afrodescendientes en todas las dimensiones de la vida, respetando las especificidades de los diferentes grupos étnicos, generaciones y diversas orientaciones sexuales, como forma de asegurar los derechos humanos, entre ellos los derechos sexuales y reproductivos, el derecho a una vida libre de violencia, el derecho a tomar decisiones sobre su cuerpo, el derecho a la equidad salarial y el derecho a participar en la vida económica de sus países.
3- Es necesario generar programas específicos con el fin de establecer la asignación de recursos técnicos y financieros para la sostenibilidad de planes, programas, proyectos y propuestas elaboradas y presentadas por las organizaciones de jóvenes afrodescendientes sin detrimento de su autonomía.
4- Demandamos a los organismos internacionales, agencias de cooperación e instituciones públicas y privadas a que apoyen las agendas de los jóvenes afro descendientes, reafirmando así la autonomía y el ejercicio de sus Derechos.
5- Recomendamos vehementemente a los organismos internacionales y agencias de cooperación a que los programas diseñados para y por los y las jóvenes afro descendientes, sean asumidos y dirigidos por organizaciones juveniles, redes y movimientos reconocidos por estos pueblos.
6- Exigimos a los Estados de América Latina y el Caribe implementar medidas y políticas tendientes a resolver la violencia en todas sus manifestaciones: la violencia de Estado, en especial la violencia policial, militar y jurídica; violencia política, institucional, doméstica, de género, sexual, homofóbica, racial, simbólica, violencias que son resultado de la implementación de las políticas económicas, y otras formas de violencia sufridas por los grupos históricamente marginados; y, por supuesto, violencia a niveles de los conflictos armados que existen en algunos de los países de la región.
7- Demandamos a los gobiernos promover equitativamente, la infraestructura y el acceso a nuevas tecnologías de información y comunicación, incluyendo el internet y los medios de comunicación alternativa y comuntaria para contribuir a la democratización de las informaciones en la lucha contra el racismo, discriminación racial, xenofobia y todas las formas conexas de intolerancia.
8- Exigimos a los estados asignar recursos económicos, de forma resguardada para la implementación de las medidas asumidas en III CMCR, a fin de erradicar la Pobreza , garantizar el cumplimiento de los derechos humanos y en particular las victimas de racismo, xenofobia y otras formas de intolerancia.
9- Afirmamos la necesidad de consolidar los instrumentos y mecanismos legales de protección de los derechos humanos de los y las jóvenes afro descendientes, garantizando el acceso y la pertinencia por parte de los Estados.
Reafirmamos la validez de las Conferencias regionales y los productos resultantes de estas, organizadas en Estrasburgo, Santiago de Chile, Dakar, Teherán , Sudáfrica, Taller Regional para la Adopción e Implementación de Acciones Afirmativas para LAC, Declaración y Plan de Acción de la Cumbre Internacional de la Juventud “Unidos para combatir el racismo: una visión juvenil” y la Conferencia de Regional de las Américas Avances y Desafíos en la lucha contra el racismo, la discriminación racial, la xenofobia y todas las formas de intolerancia.

Declaration of those and the Youths African-American descendants from Latin America and the Caribbean "The Human rights and the descending African-American Youths in the Region of the America " State of the Art and Challenges

Preamble:
We greet to the Organizing Committee of the denominated Encounter "The Human rights and the descending African-American Youths in the Region of the America" for the construction and celebration of this extremely important instance in what has to do with the pursuit and the continuity of the process in the articulation of the results of the III World Conference Against the Racism, the Racial Discrimination, the Xenophobia and the Related forms of intolerance.
We greet to youth's international organisms, to the cooperation agencies, and to all those organisms that are committed in the fight of the towns and descending African-American communities against the racism, the racial discrimination, the xenophobia and all the related forms of intolerance. IIICMRD
We stand out that the countries of Latin America and the Caribbean live different realities and they conform a region specifically with great sociocultural and ethnic diversity that you/they share big difficulties, the inequity and the poverty. The region presents the worst distribution of revenues in the world, for what our main challenge is to overcome this inequality, the accumulation of the wealth, the racism, the discrimination, the xenophobia, the sexism, the homofobia and the intolerance in all its forms.
We do with absolute concern the non inclusion of the specific topics of childhood, adolescence and youth; groups étarios that represent in the practice the most vulnerable sectors, victims of racism and racial discrimination in terms of their Human rights, Political, Economic, Social, Cultural and environmental to level of all Latin America and the Caribbean.
We underline that the reality of those and the young afrodescendientes at level of the indicators of Human Development, it is intimately bound with the previous situation and they constitute a serious violation to the Human rights.
We affirm that the communities afrodescendientes are located in areas of strategic importance for the development of the countries of Latin America, however we see like in the last years the poverty, the marginalidad and the exclusion increases the descending situation of the African-American one; the forced displacement, the environmental racism deepens the inequedidades of these towns.
We affirm the necessity that the States combats the manifestations of rejection toward the migrants, immigrants and refugees and the racist acts that generate xenophobic behaviors to these towns and we also affirm the necessity to protect the human rights guaranteed by the Universal Declaration of the Human rights.
We remember that the 191 countries members of the United Nations committed in completing the Objectives of Development Of the Millennium, settled down by the Summit of the Millennium (carried out in the General Assembly of the United Nations / September 8 the 2000). In that sense to fulfill this objectives, we consider that the states should deepen the efforts to overcome the inequities that have in the base the racism and the racial discrimination.
We emphasize that Latin America and the Caribbean live limited their development opportunities for a great public debt and the unfavorable conditions that they have settled down to guarantee their execution. It will be impossible for our countries to reach the Objectives of Development of the Millennium (ODMs), with the established payment conditions and they become necessary reformular those conditions that allow to our countries to invest the necessary resources for an equal development.
Remembering that in the mark of the Civic Conference against the Racism taken place in Santiago from Chile (2000), the World Conference against the Racism, the racial discrimination, the xenophobia and all the related forms of intolerance carried out in Durban(2001) and the Regional Conference of the America "you ADVANCE AND CHALLENGES IN THE PLAN OF ACTION AGAINST THE RACISM, RACIAL DISCRIMINATION, XENOPHOBIA AND RELATED INTOLERANCES ", taken place in Brasilia, those and the youths from Latin America and the Caribbean, through the official spaces of discussion, we exercised an important incidence in what concerns to the final results emanated in the declarations and action plans. In such a sense we stand out the following thing:
That the derived inputs of the Declaration of Santiago from Chile as regards youth were the conceptual and ideological base of the Declaration and Plan of Action of the youth's International Summit "United to combat the racism: a Juvenile Vision" celebrated one week before the III CMCRD.
That those and the young afrodescendientes from the realization of the previous conferences, we have continued in the invigoration work, visibilización, application and implementation of the conclusions and plans there defined.
In that sense bigger measures of the international organisms and financial institutions are required for the technical and financial cooperation that facilitates the attainment and continuity of our plans and action programs.
We remember that in these five years a great one numbers of ordinances, resolutions and cooperation protocols were promulgated by the states and an intense debate about the opportunity and the necessity of politicians you publish for the promotion of the racial equality in Latin America and the Caribbean, however the situation of the economic, social, cultural, territorial and environmental Rights of the African-American descendants continues being an important concern, since we see a setback in some countries of the region.
We consider that it is necessary to stress that of the 219 measures of the Program of Action of Durban, there are important measures that were not implemented, as those that recommend preferential funds for the areas inhabited by the communities and towns afrodescendientes, as well as repairs and compensations in economic and juridical aspects, recognition of the alternative and community media as expression vehicles, the necessity of effective measures the criminal acts motivated especially by the racism in the youths afrodescendientes to combat and political of health you specify for these populations.
We recognize the important list that those and the youths play in the efectivizacion of the regional strategy, of monitoreo, pursuit to combat the racism and to promote the racial justness, of I generate, and the alliances with the different groups ethnic, different generations and different movements of sexual diversity; with the purpose of creating mechanisms institutionalized to approach the topics of racial discrimination, racism and the related forms of intolerance, through the Net of Young of Strategic Alliance Afrolatina and Caribbean.
In that sense those and the gathered youths propose:
1 - to evaluate and monitorear the public politicians adopted by the states and to elaborate regional reports of statistical desagregadas for the different variables and indicators on the descending African-American towns and on their vulnerability situation, remarking the juvenile topic.
2 - it is important to point to the law of quotas to guarantee the equality between the sexes and the autonomy of the women afrodescendientes in all the dimensions of the life, respecting the specificities of the different ethnic groups, generations and diverse sexual orientations, like form of assuring the human rights, among them the sexual and reproductive rights, the right to a life free of violence, the right to make decisions on their body, the right to the salary justness and the right to participate in the economic life of their countries.
3 - it is necessary to generate specific programs with the purpose of establishing the assignment of technical resources and financiers for the sostenibilidad of plans, programs, projects and elaborated proposals and presented by the organizations of young afrodescendientes without detriment of their autonomy.
4 - we demand to the international organisms, cooperation agencies and public and private institutions to that support the calendars of the descending African-American youths, reaffirming this way the autonomy and the exercise of their Rights.
5 - we recommend vehemently to the international organisms and cooperation agencies to that the programs designed for and for those and the descending African-American youths, be assumed and directed by juvenile organizations, nets and movements recognized by these towns.
6 - we demand the States of Latin America and the Caribbean to implement measures and political tendientes to solve the violence in all their manifestations: the violence of State, especially the police, military and artificial violence; political, institutional violence, maidservant, of gender, sexual, homofóbica, racial, symbolic, violence that you/they are been in the implementation of the economic politicians, and other suffering ways of violence by the historically excluded groups; and, of course, violence at levels of the armed conflicts that exist in some of the countries of the region.
7 - we demand the governments to promote equally, the infrastructure and the access to new technologies of information and communication, including the internet and the alternative media and comuntaria to contribute to the democratization of the informations in the fight against the racism, racial discrimination, xenophobia and all the related forms of intolerance.
8 - we demand to the states to assign economic resources, in way preserved for the implementation of the measures assumed in III CMCR, in order to eradicate the Poverty, to guarantee the execution of the human rights and in particular you kill them in racism, xenophobia and other ways of intolerance.
9 - we affirm the necessity to consolidate the instruments and legal mechanisms of protection of the human rights of those and the descending African-American youths, guaranteeing the access and the relevancy on the part of the States.
We reaffirm the validity of the regional Conferences and the resulting products of these, organized in Strasbourg, Santiago from Chile, Dakar, Teheran, Sudáfrica, Regional Shop for the Adoption and Implementation of Affirmative Actions for LAC, Declaration and Plan of Action of the Youth's International Summit "United to combat the racism: a juvenile vision" and the Conference of Regional of the America Advances and Challenges in the fight against the racism, the racial discrimination, the xenophobia and all the forms of intolerance.
