La iglesia rechaza la violencia en el Pacífico/Church condemns violence in the Pacific

COMUNICADO A LA OPINIÓN PÚBLICA

Las Jurisdicciones Eclesiásticas de Tumaco, Guapi, Buenaventura, Istmina y Quibdo hacemos saber a la opinión pública nuestras preocupaciones sobre las violaciones a los Derechos Humanos e Infracciones al Derecho Internacional humanitario, que se vienen presentando recientemente contra el Pueblo Afrocolombiano y los Pueblos Indígenas de la cuenca del Pacífico.


1. Los recientes hechos coincidentes del 12 de julio de 2006, donde hubo enfrentamientos de la Fuerza Pública con Guerrilleros en los resguardos indígenas del Pueblo Awa en Ricaurte-Nariño; al igual que los enfrentamientos entre guerrilleros de las FARC y paramilitares de las AUC del Bloque Elmer Cárdenas en territorios indígenas de Riosucio-Chocó, han puesto de nuevo la discusión sobre el respeto a la población civil en medio del conflicto armado.
2. En ambos casos la población civil ha quedado expuesta en medio del fuego, en el caso de los AWA se ha producido una situación de desplazamiento masivo y de refugio en un Colegio; en el caso de Riosucio campesinos aserradores que se encontraban explotando la madera de forma irregular en territorios indígenas, fueron víctimas de un secuestro masivo por las FARC y luego han aparecido asesinados varios de ellos. Esto último también ha ocasionado un nuevo desplazamiento hacia el casco urbano de dicha municipalidad.
3. En el mes de abril del año en curso la guerrilla de las FARC asesinó a dos maestros indígenas en la zona del medio San Juan-Chocó, a partir de lo cual se generó un desplazamiento de estas comunidades hacia Istmina. Afortunadamente esta población ya retornó, pero un grupo de catorce (14) indígenas debieron acogerse a la figura de refugiados internacionales para poder salvar la vida, dado que se encontraban en la misma lista de personas acusadas de ser informantes de la Fuerza Pública.
4. En el mes de junio de 2006 una masacre de once (11) personas afrocolombianas se presentó en el área rural de Satinga, municipio de Olaya Herrera en Nariño, esto se debe presuntamente al impacto de los cultivos de uso ilícito presentes en la región.
5. En el área del Medio Atrato, municipio de Bojayá este semestre que terminó dejó un ambiente creciente de desconcierto en las comunidades Negras e Indígenas, ante la continua confrontación entre guerrilleros de las FARC y Fuerza Pública. Estos encuentros bélicos han producido continuos desplazamientos dentro del área rural y hacia el casco urbano.
6. En muchos lugares de la región del Pacífico los civiles siguen padeciendo el atropello por parte de la Fuerza Pública y de las Guerrillas que les decomisa alimentos, medicamentos, o restringe la movilización hacia los lugares de trabajo agrícola, de caza o de pesca. Siempre con la acusación de estar sirviendo de intermediarios del enemigo.

Todos estos hechos y otros que muchas veces no son motivo de denuncia pública ni mucho menos judicial, nos llaman poderosamente la atención y nos hace clamar al Cielo para que haya Justicia. Por eso hacemos el siguiente llamado:

1. A la población civil que se mantenga en el ejercicio de la autonomía frente al conflicto armado.
2. A la Fuerza Pública una mayor transparencia en su actuación para que se gane cada vez más el respeto de la sociedad.
3. A los organismos de Control del Estado a que actúen pronta y diligentemente, según el mandato constitucional de velar paraque los funcionarios públicos cumplan con la protección, garantía y realización de los Derechos Humanos.
4. A los grupos paramilitares que asuman con honestidad el proceso de desmovilización, que no sigan haciendo acciones encubiertas donde la víctima es la población civil y particularmente los más pobres. Que se dejen guiar por la aplicación de la Justicia, la Verdad y la Reparación, a fin de consolidar un proceso de paz.
5. A la guerrilla de las FARC que no involucre a la población civil en sus actos bélicos y que no dilate más los gestos para el inicio de un proceso de paz justa y negociada.
6. A la comunidad internacional, de manera particular al sistema de Naciones Unidas, para que siga apoyando los esfuerzos de nuestra sociedad para resistir a la prolongación de un conflicto armado que nos desangra.

OFFICIAL NOTICE To The PUBLIC OPINION

The Ecclesiastical Jurisdictions of Tumaco, Guapi, Buenaventura, Istmina and Quibdo we let know to the public opinion our preoccupations on the violations to the Human rights and Infractions to the Right humanitarian International, that come recently presenting/displaying against the Afrocolombian Town and the Indigenous Towns from the river basin of the Pacific.

1. The recent coincident facts of the 12 of 2006 July, where there were confrontations of the Public Force with Guerrillas in the indigenous defenses of the Awa Town in Ricaurte-Nariño; like the confrontations between paramilitary guerrillas of the FARC and of the AUC of the Cardinal red Elmer Block in indigenous territories of Riosucio-Choco', have put again the discussion on the respect to the civil populace in the middle of the armed conflict.
2. 2. In both cases the civil populace has been exposed in the middle of the fire, in the case of the AWA a situation of massive displacement and refuge in a School has taken place; in the case of Riosucio sawing farmers that they were operating the wood of irregular form in indigenous territories, they were victims of a kidnapping massive by the FARC and soon they have appeared assassinated several of them. This last one also has caused a new displacement towards the urban helmet of this municipality.
3. 3. In the month of April of the this year the guerrilla of the FARC assassinated to two indigenous teachers in the zone of average San Juan-Choco', from which a displacement of these communities was generated towards Istmina. Luckyly this population already returned, but a group of fourteen (14) natives had to take refuge in the figure of international refugees to be able to save the life, since they were in the same list of accused people to be informants of the Public Force.
4. 4. In the month of June of 2006 a massacre of eleven (11) Afrocolombians people appeared in the rural area of Satinga, municipality of Olaya Herrera in Nariño, this must presumably to the impact of the present cultures of illicit use in the region.
5. 5. In the area of the Atrato Means, municipality of semestral east Bojayá that finished left an increasing atmosphere of disagreement in the Black and Indigenous communities, before the continuous confrontation between guerrillas of the FARC and Public Force. These warlike encounter have produced continuous displacements within the rural area and towards the urban helmet.
6. 6. In many places of the region of the Pacific the civilians continue suffering the upsetting on the part of the Public Force and of the Guerrillas who seize foods, medicines to them, or restrict the mobilization towards the places of agricultural work, hunting or fishing. With the accusation to always be serving as intermediaries of the enemy.

All these facts and other that often are not reason for far from it judicial public denunciation, call the attention powerfully to us and it makes us cry out to Heaven so that there is Justice. For that reason we make the following call:

1. To the civil populace that stays as opposed to in the exercise of the autonomy the armed conflict.
2. To the Public Force a greater transparency in its performance so that the respect of the society gains more and more.
3. To the organisms of Control of the State to that they act quickly and diligentemente, according to the constitutional mandate of guarding paraque the officials government fulfill the protection, guarantee and accomplishment of the Human rights.
4. 4. To the paramilitary groups that assume with honesty the demobilization process, that does not continue doing concealed actions where the particularly poorest victim is the civil populace and. That they are let guide by the application of Justice, the Truth and the Repair, in order to consolidate a peace process.
5. To the guerrilla of the FARC that it does not involve to the civil populace in his acts of war and that does not expand plus the gestures for the beginning of a process of right and negotiated peace.
6. To the international community, of particular way to the system of United Nations, so that it continues supporting the efforts of our society to resist to the prolongation of a armed conflict that bleeds to us.
