Afrocolombianos en Washington

QUINTA COLUMNA

Racial profiling on the NYC Subway

No foolin', ya don't say...

This article from the NY Daily News says that cops disproportionately stop and frisk Blacks and Latinos on the trains, and that train stops have gone up even though crime has gone down. This is especially true in Manhattan (of course). The piece also has a nice interative map giving statistics by transit district, and the story from a high school kid that got stopped for no reason ("I don't look like a terrorist") and some dude waiting for his girlfriend ("I was embarrassed because it was my home station," he said. "I didn't want anyone to think I had been doing something against the law or anything like that. I don't think anyone saw me, but who knows?") The readers' comments are pretty interesting in this respect too.

At Harvard, a Proposal to Publish Free on Web

This from the NY Times.

By PATRICIA COHEN
Published: February 12, 2008

Publish or perish has long been the burden of every aspiring university professor. But the question the Harvard faculty will decide on Tuesday is whether to publish — on the Web, at least — free.

Faculty members are scheduled to vote on a measure that would permit Harvard to distribute their scholarship online, instead of signing exclusive agreements with scholarly journals that often have tiny readerships and high subscription costs.

Although the outcome of Tuesday’s vote would apply only to Harvard’s arts and sciences faculty, the impact, given the university’s prestige, could be significant for the open-access movement, which seeks to make scientific and scholarly research available to as many people as possible at no cost.

“In place of a closed, privileged and costly system, it will help open up the world of learning to everyone who wants to learn,” said Robert Darnton, director of the university library. “It will be a first step toward freeing scholarship from the stranglehold of commercial publishers by making it freely available on our own university repository.”

Under the proposal Harvard would deposit finished papers in an open-access repository run by the library that would instantly make them available on the Internet. Authors would still retain their copyright and could publish anywhere they pleased — including at a high-priced journal, if the journal would have them.

What distinguishes this plan from current practice, said Stuart Shieber, a professor of computer science who is sponsoring the faculty motion, is that it would create an “opt-out” system: an article would be included unless the author specifically requested it not be. Mr. Shieber was the chairman of a committee set up by Harvard’s provost to investigate scholarly publishing; this proposal grew out of one of the recommendations, he said.

The publishing industry, as well as some scholarly groups, have opposed some forms of open access, contending that free distribution of scholarly articles would ultimately eat away at journals’ value and wreck the existing business model. Such a development would in turn damage the quality of research, they argue, by allowing articles that have not gone through a rigorous process of peer review to be broadcast on the Internet as easily as a video clip of Britney Spears’s latest hairdo. It would also cut into subsidies that some journals provide for educational training and professional meetings, they say.

J. Lorand Matory, a professor of anthropology and African and African American studies at Harvard, said he sympathized with the goal of bringing down the sometimes exorbitant price of scientific periodicals, but worried that a result would be to eliminate a whole range of less popular journals that are subsidized by more profitable ones.

Art history periodicals, for example, are extremely expensive to publish because of the reproduction costs, and subscriptions pay for those as well as some of the discipline’s annual gatherings.

Professor Matory also pointed out that “any professor who wants to put his or her article up online can.”

Asked about the Harvard proposal, Allan Adler, vice president for legal and governmental affairs at the Association of American Publishers, said that mandates are what publishers object to, as when Congress required that any work financed by the National Institutes for Health be funneled through PubMed Central, an open-access repository maintained by the National Library of Medicine.

“As long as they leave the element of choice for authors and publishers,” he said, “there isn’t a problem.”

Supporters of open access say that the current system creates a different set of problems for academics. Expensive journals cut into a library’s budget for scholarly books and monographs, which hurts academic publishers, which hurts the coming generation of scholars who must publish to gain tenure.

Professor Shieber also doubts that free distribution would undermine the journal industry. “We don’t know if that would happen,” he said. “There is little evidence to support that it would.” Nearly all scholarly articles on physics have been freely available on the Internet for more than a decade, he added, and physics journals continue to thrive.

As for the vote, Professor Shieber said: “As far as I know, everyone I’ve ever talked to is supportive of the underlying principle. Still there is a difference between an underlying principle and specific proposal.”

Why Afro-Colombians Oppose the Colombia FTA

February 7th, 2008

Marino Cordoba, founder of the Association of Internally Displaced Afro-Colombians (AFRODES), submitted this post as a guest blogger for The Hill.

The U.S.-Colombia Free Trade Agreement is considered a non-starter in the U.S. Congress because the country is the world’s deadliest for union activists. Less known, but equally disturbing is the systematic violence now confronting Afro-Colombians.

African descendants comprise 26% of Colombia’s population. As with other African descendants, we face racial discrimination which results in economic hardships far worse than those experienced by the average Colombian. However in Colombia, a vibrant 1980s civil rights movement won full recognition of our cultural rights and collective ownership and community control of our territories and natural resources. The 1991 Colombian Constitution and the landmark Law 70 explicitly enshrine these rights and recognize official democratic Afro-Colombian governance structures, similar to those of your Indian tribes.

The administration of Colombian President Alvaro Uribe has worked consistently to undermine our hard-won civil rights and our control of our territories. Systematic violence against our people and assassinations of our leaders continue unabated to this day.

At the end of 2007, angered by the strong opposition of the majority of Afro-Colombian communities to the U.S.-Colombia Free Trade Agreement (FTA,) Uribe created a new Commission in Colombia that directly challenges our legal governance structure.

Cynically dubbed the Commission for the Advancement of Afro-Colombian People, it would undermine our communities’ ability to advance development strategies chosen by our people that comport with our needs and that help even the economic playing field.

Obviously, our official governance structure and our grassroots organizations oppose this new Commission. Despite this, President George Bush and other U.S. Uribe allies, such as Rep. Gregory Meeks (D-NY), and the vast array of lobbying firms hired by the Uribe government are now trying to tout this outrageous Commission as evidence that Afro- Colombian concerns are being addressed as they push to pass the FTA.

Don’t be fooled. President Uribe, the Bush Administration and Congressman Meeks may not like what authentic Afro-Colombian representatives are saying, but our legitimate governing bodies vigorously oppose the FTA, as well as other efforts by Uribe to impose natural resource exploitation projects in our territories without our consent.

Because the Colombian law is on our side, wealthy interests have employed illegal means to physically remove us. Joint operations between the Colombian military and illegal terrorist paramilitary organizations like the “Operation Genesis” in the Afro-Colombian Chocó region have targeted our leaders with assassinations while the Colombian military has aerially bombarded our communities.

Tens of thousands of us have been forced to flee. These attacks clear the way for the entry of oil palm plantations, logging operations, and mining projects advanced by allies of the Uribe Administration.

Colombia has more than 3 million internally displaced peope. This kind of forced displacement is now occurring in port communities and other regions supporters of the FTA seek to develop. None of our lands have been returned to our control.

Accompanying these physical attacks has been a legal assault aimed at formalizing the theft of our land. The Uribe government passed new Forestry and Rural Development Laws and has amended the Mining Law to extinguish our rights and empower oil palm, logging and other companies that have utilized the services of paramilitaries to occupy our territories.

Our communities have vehemently opposed these laws as unconstitutional. Recently the Colombian Supreme Court ruled against the Forestry Law, which would have removed our control of the forests on our land. Our Supreme Court ruled that under international and Colombian law, the Afro-Colombian and indigenous communities that strongly opposed the law should have been consulted * which they were not.

The Colombia FTA is the same situation. It is a proposal that our communities oppose, about which our traditional authorities were not consulted, and which would lock in the paramilitary-financiers control of our land. Specifically, the FTA’s expansive foreign investor rights would empower multinational corporations investing in these projects with protections that would make restoration of our lands extremely difficult, even when we win in our courts.

Recognizing our opposition, Uribe and his allies devised this new Commission, which is stacked with Uribe supporters and individuals known to support the FTA, to feign “consultation” with Afro-Colombian communities and issue a determination that the FTA is good for us despite our communities’ contrary conclusions.

Rather than a positive development, this new Commission is a sophisticated ploy to undermine Afro-Colombian rights and is a part of a broader strategy to elevate unrepresentative and illegitimate pro-FTA individuals against the stated interest of Afro-Colombian communities themselves.

Congress can help Afro-Colombians by demanding that President Uribe respect the Colombian Constitution and terminate this Commission that challenges our civil rights. And, Congress should pass House Resolution 618 sponsored by Rep. Donald Payne (D-NJ) on the plight of Afro-Colombians.

Marino Córdoba is the founder of the Association of Internally Displaced Afro-Colombians (AFRODES). He played a key role in the struggle to secure Colombia’s progressive Law 70, which grants land rights to Afro-Colombian communities. After surviving many attempts on his life, Mr. Cordoba has been forced to live in exile in the United States.

RIP Andy Palacio

Belizean musician Andy Palacio dies
Sun Jan 20, 6:41 PM ET

BELIZE CITY (Reuters) - Belizean musician Andy Palacio, who brought the world the music of the Garifuna people descended from Central American natives and shipwrecked African slaves, has died aged 47.

Palacio was one of the world's most prominent defenders of the unique Garifuna culture and language. His band "The Garifuna Collective," played an upbeat dance music called Punta Rock, based on traditional Garifuna rhythms and infused with synthetic beats and keyboards.
He died on Saturday after a series of massive strokes, a heart attack and respiratory failure. He will be buried next week in the coastal village of Barranco where he was born.
Palacio toured the world last year promoting his album "Watina," which won international accolades. UNESCO named him an "Artist of Peace" for his work promoting Garifuna traditions.
Descendants of Arawak Indians and African slaves who were shipwrecked near a Caribbean island in 1635, the Garifuna were deported to Honduras in 1797 by the British. They soon spread to the coasts of Belize, Guatemala and Nicaragua.
Two centuries on, numbering roughly 250,000 in Central America, they are battling to keep ancestral lands where generations of Garifuna have fished from dugout canoes, harvested food crops and woven baskets from local vines.
Palacio sang in the Garifuna language, a blend of many linguistic influences, and served as a cultural ambassador for the former British colony.

Africolombia: blog barranquillero

Short English summary: a cool blog that's like a history of popular-class musical taste in the Colombian Caribbean, from Congolese soukous to Haitian kompá to Colombian champeta.

C I M A R R ó N!
A Celebration of the African Cultural Legacy in Latin America
11th to 23rd FEBRUARY 2008 FREE EVENT
www.cimarronfestival.com / info@cimarronfestival.com

Last year saw important celebrations of the bi-centenary of the Abolition of the Slave Trade in the English-speaking world. Our event has been designed to address such a historical occasion from a Latin American perspective, by highlighting and celebrating the African cultural legacy in Latin America.

Latin America is the synthesis of various peoples, races and cultures merged together into one, after a painful and inhumane process brought about by the colonization of the so-called New World with the transportation and enslavement of Africans as well as the Indigenous peoples. Latin American countries with their unique syncretistic culture have come to realize their true identity. Africa has undoubtedly played an important, vital, but often overlooked and forgotten role.

Africa’s influence is ever present in the cultural make up of Latin America. The ‘cimarrón’ or runaway African slave symbolizes for us the free and live spirit of Africa in Latin America, hence the name for our event where we will pay homage to its cultural legacy. It is their contribution, together with the Amerindian and European that make Latin America so special and unique.

CIMARRON! will take place on the 11th to 23rd February 2008 in Canning House, Bolivar Hall, Conway Hall, SOAS University and other smaller venues across London, this will be a free for all special event that will celebrate the African cultural legacy in Latin America, through music, dance, art, film, ethnicity and culture as a whole. The event will feature:

- Cultural lectures by renowned academics, such as Peter Wade (Manchester University), Matthias Rohrig Assuncao (Essex University), Alessandra Basso Ortiz (UCL, London), Michael Birenbaum (New York University), Jesus Garcia (Venezuela)

- Music and dance workshops by renowned UK based Latin musicians and dance specialists: Bosco de Oliveira (Brazil), Emeris Solis (Colombia), Wilmer Sifontes (Venezuela), Jim Le Mesurier (Britain), Flavia Chevez (Peru), Lazaro Lopez (Cuba), Miriam Ojeda (Colombia), Yuli Fuentes (Vasallos del Sol – Venezuela)

- Films and videos

- Photographic exhibitions: Lenin Arvelo (Venezuela) about the ritual of mask making and the importance of the devil in the traditional celebrations of ‘Los Diablos Danzantes de Yare’ in Miranda State, Venezuela; Iona Hogendoorn’s work (Holland) pays homage to the courage of an Afro-Colombian peace community in the rainforest near the Pacific coast, ‘La Comunidad de Paz de Cacarica’

- Music and dance performances by various Latin American artists and community groups representing different countries

CIMARRON! is organized by Bambuco Dance Project, Ola Latina and PercuDance and is funded and sponsored by Awards for All and Festival Encuentro Latino, with support from Canning House, Bolivar Hall and SOAS University.

CIMARRON FESTIVAL

PROGRAMME

11th Feb Canning House 6.30pm – Lecture and discussion
‘Music, Race and Nation in Colombia: Musica Tropical in Colombia’ Peter Wade, Manchester University

Long a favorite on dance floors in Latin America, the porro, cumbia, and vallenato styles that make up Colombia's música tropical are now enjoying international success. How did this music-which has
its roots in a black, marginal region of the country-manage, from the 1940s onward, to become so popular in a nation that had prided itself on its white heritage? Peter Wade explores the history of música tropical, analyzing its rise in the context of the development of the broadcast media, rapid urbanization, and regional struggles for power.

Using archival sources and oral histories, Wade shows how big band renditions of cumbia and porro in the 1940s and 1950s suggested both old traditions and new liberties, especially for women, speaking to a deeply rooted image of black music as sensuous. Recently, nostalgic, "whitened" versions of música tropical have gained popularity as part of government-sponsored multiculturalism.

Photographic Exhibition: ‘The Colours of Cacarica’ Iona Hogendoorn
From 11th Feb to 16th Feb Canning House Library. Times: 2pm – 6pm on following days

Iona Hogendoorn’s exhibition pays homage to the courage of an Afro-Colombian peace community in their struggle for survival amid the violence they experience regularly in the rainforest, near the Pacific coast. Cacarica, designated a Peace Community, is situated exactly in the spot where they plan to complete the Pan-American Highway, this and other mega-projects: an inter-oceanic canal, wood, palm oil (bio-diesel), make this a very valuable stretch of land for various powerful groups, including the National Army, who fight over its control and ownership.

12th Feb Canning House 6.30pm – Book Launch, lecture and discussion
’Los Ganga en Cuba’ Alessandra Basso Ortiz, UCL

The Ganga Longoba is a kin related community of African descent settled in the town of Perico, in thecounty of Matanzas in Cuba. They practice a religion that in many aspects resembles other Afro-Cuban religions but which they claim to be idiosyncratic. Alessandra Basso Ortiz, examines how religious tradition and group identity were forged among the Ganga Longoba, and what enabled an ethnogenic process to take place.

8pm VIDEO: ‘Esclavo, Cimarron y Guerrero’ Cuba 2000, Spanish (no sub-titles) 27 minutes, Ernesto Daranas & Rolando Almirante (Canning House)

The story of Esteban Montejo the last cimarron in Cuba, 103 years old in 1963 started recounting his life to Cuban writer Miguel Barnet, how he was brought from Africa as a slave, how he ran away and lived as a ‘cimarron’ and later was part of the Cuban liberating Mambi Army.

13th Feb Canning House – Lecture and discussion 6.30pm
‘The Abolition of Slavery in Brazil: Memory and Historiography’
Matthias Rohrig Assuncao (University of Essex)

The public perception of the Abolition of slavery in Brazil has changed dramatically over the last twenty years. The older historiography described it as a generous act of philanthropy by princess-regent Isabel or as the result of an urban, middle-class led abolitionist movement. The Brazilian Black Movement, in contrast, has emphasized the enslaved own struggle for freedom, and has elected the maroon leader Zumbi as the symbol of Black resistance.

The more recent historiography has also highlighted the importance of slave agency in the process that led to abolition. Yet at the same time the growing visibility of Afro-Brazilian culture has brought to the foreground the songs of black communities of the interior that praise princess Isabel and insist in celebrating the 13th of May, date of the Golden Law she signed in 1888. The lecture will introduce those complex and fascinating developments, where history and memory of Abolition are subject to permanent re-elaborations.

8pm VIDEO: ‘Memorias do Cativeiro’ (Memories of captivity) – Hebe Maria Mattos, Ana Maria Lugao Rios – Brazil 2005, 42 minutes (Canning House)

18th Feb Bolivar Hall - 6.30pm (t.b.c)

7.30pm (room 1) Lecture and discussion
‘Abosaos, Lumbalús and Patacorés: Afro-Colombian Musical Practice at the Fringes of the Diaspora’ Michael Birenbaum Quintero, New York University

Although Colombia has the third largest black population in the Americas, the cultural expressions of black Colombians are largely unknown. This talk will describe the varied musical practices of black communities across Colombia, including the Caribbean coast, Chocó province, the runaway slave community of San Basilio de Palenque, and the Cauca Valley, with particular focus on the music of the southern Pacific coast.

This talk will examine the historical processes of retention and syncretism that have formed traditional Afro-Colombian practices and linked them to Colombian music in general, extending this discussion into the field of the newer popular musics that have been created and/or embraced by black Colombians. Finally, the presentation will touch on some of the reasons for the marginalization of Afro-Colombian musical forms both in Colombia and abroad, and the ways this marginalization is being resisted and counteracted.

23rd Feb Conway Hall 6pm – 12pm

Una pausa/A long pause

I'll be traveling, with little access to the internet, over the next month, but La Guayabita will be back in mod-January. In the meantime, I left you all a present to contemplate until the blog kicks up again.

The "torbellino" of the PAcific appears to be a more recently adopted genre than the older sub-genres of bambuco that today we call "currulao," because of the distinctive way the marimba, unlike the other genres, marks all six beats in the measure. Juan Sebastián Ochoa notes that the singing style links it to the Andean rajaleña genre. This shows that the Pacific, despite its isolation and the marginalization of its people, has a history of relations with other cultural forms; it is not nor has it ever been static or lacking in history.
Theorization aside, I don't know what the torbellino is for sure, except that it's absolutely gorgeous. Here's Maestro Gualajo playing a torbellino in 2003.

Internet distribution and topical hip-hop

Lil Flip, who put together a tribute song for the deceased Pimp C, put on his Myspace page, is quoted in the Houston Times as saying he released the song on the internet because "Record labels like to stick with the way things were in the old days," Flip says. "Taking eight months to set up an album, things like that. But sometimes fans just want something then and there. You've got a song or video being played on TV and radio, but the album's not out. Now you can give it to them without any wait."

I know, right - duh, but it makes me wonder about artists like Flip, who have one foot in the old mix tape/net economy and one in the majors. How are the two integrated? How not?

Secondly, it just goes to show how digital distribution technology is such an important tool in the cultural production of the descendents of Africans. The good old topical song, from the diss or tribute rap to the Puerto Rican plena to the griot epic of Sundiata, is only helped along by the net. So you don't have to do the robot to be a part of black futurism.

Why are Mexican narcos killing pop singers?

These singers don't seem to be tied to drug dealers, and they are not of the narco-corrido variety, so what's going on? One of the articles says:

"Some fear that the spate of killings is linked to the "adoption" of singers
by drug gangs, which then post videos on the internet that show their members torturing and executing rivals against a soundtracks of popular tunes."

What work is music doing in these situations? What is its function? And why kill the singers?
